What the 9/11 Commission actually says (pg. 118):
Everyone involved in the decision had, of course, been aware of President Clinton’s problems. He told them to ignore them. Berger recalled the President saying to him “that they are going to get crap either way, so they should do the right thing.” All his aides testified to us that they based their advice solely on national security considerations. We have found no reason to question their statements.

Now that Bill Clinton has signed onto the protests, there’s a good chance things will change.
I love this concept that getting a blowjob at a high stress job is going to distract you from huge issues, but taking more vacation in 5 years than any other president has in 8, catering to corporate interests constantly, and only leaving vacation time to sign bills to keep dead women on life support is totally not a distration of any kind.
