Generally, no. There are certain exceptions, but they are rare.
Unless the exception is your chihuaha Fifi, no.
I second that, they clash with breasts.
Clarifying question. Are we talking about on women?
Look, I know for a fact that women up to and including size 30 can get tube tops, despite the fact that there are (or should be) international laws to prevent such garments from being created. So I’m willing to let them slide for a woman who is a) boobless and stick thin b) not wearing a miniskirt or similar trashy lower-body cover and c) is properly accessorized to convey that “I’m so fucking cool I don’t even care that tube tops are tacky” attitude. Basically, a woman of appropriate proportions can wear a tube top if every other thing she puts on is designed to draw attention away from the tube top.
Even then, it’s risky.
Worn with irony?
I’m of the belief that anything can be worn with irony.
In general, no.
Girls can only pull them off if they’re super skinny with tiny buoyant breasts. If you have bosoms [like I], you should really just forget about it. Strapless bras don’t work and they never have.
You can wear tops just as skanky while wearing supportive bras that present your tits in a flattering manner. Wear those.
No, but halter tops are okay. I had a nice one that finally died. And now I have no idea what I’m going to wear to the Yuppie Pricks beach party. My uniform has always been a halter top and cut-offs, pure Texas beach party trash. *sigh*
I think children under the age of 6 can pull off tube tops. I’d still be sending looks at the parents, though.

Well, it’s a top, in the shape of a tube.
Pretty simple, really. The only thing not mentioned in the name is the fact that they’re strapless.
